Commendable indeed is the initiative of National Civil Defence College, a prestigious and unique institution of India, in bringing out a Web based Newsletter from March, 2013. I am sure the Newsletter will serve the Civil Defence Corps across the county in building awareness about the various activities undertaken by NCDC. The Newsletter will also motivate CD volunteers to contribute, share and learn about the endeavors being undertaken across the country and by the Directorate General of Civil Defence, in building a safe and secure nation.

My appreciations for this endeavour, to Shri G.S. Saini and his team. Am sure it will be utilized by all concerned and be a grand success.

World Civil Defence Day

March 2013

The World Civil Defence day will be observed on 1st March 2013 under the theme of "Civil protection and preparation of civil societies for disaster risk prevention".

The Secretary General Mr. Nawaf Al-Sleibi, International Civil Defence Organization has stressed the need to develop programs based on

  • Training and preparation of Civil Defence corps at various levels
  • Follow-up on the development of national civil protection services, which is among the key missions defined in the ICDO Constitution.



Training Programs

January 2013
Civil Defence Trainers Training

The 159th Civil Defence Instructors course at NCDC campus
(3 Jan. to 6 Feb.2013) had 65 participants from various States, Governmental organizations & Railways. Significantly 18 women participants undertook hands on training on basic skills for Search and Rescue and Emergency First Aid. For first time a large group of 10 women participants came of North-Eastern states from Manipur and Assam.

The women participants undertook various skill oriented hands on exercises along with their male counter parts with same energy and motivation. They were also guided on self defence and self protection by special instructors of NCDC. The difficulty of vertical rope rescue from a building using a descender and stretcher board was considered easy learning. The women participants also took lead role in performing most of the tasks during field exercises on emergency response. More: Civil Defence for Instructors course

  



January 2013
Emergency Operation Center Management Program

The 7th Emergency Operation Centre Management Program was conducted during 14 – 18 January 2013 in which 28 Officers from States, Defence Services and CAPF’s participated. The program familiarised the participant with the operational requirements of preparing district emergency operation centre and engaged them in exercises for understanding the functional procedures adopted.

The participants also visited the Nagpur District disaster control room and interacted with the disaster management officers.

February 2013
Civil Defence & Disaster Management

The 259th Civil Defence & Disaster Management Program was conducted during 11 – 22 February 2013 in which 32 Officers from State CD Directorates, Defence Services, CAPF's, Bharat Electronics Ltd., Hindustan Aeronautics Ltd., Mumbai Port Trust and Railways participated.

The program prepared the participants to become competent Disaster Managers with capacity to plan, organize and co-ordinate Civil Defence and Disaster prevention measures in vulnerable districts.



February 2013
Incident Management training in industry

The National Civil Defence College was invited to train Executives and Engineers of Indorama Synthetic India Pvt. Ltd. at Butibori, Nagpur on managing hazardous situations and emergency handling. Mr G.S.Saini, the Director conducted one session on Incident Management explaining the need for developing skilled personnel to handle various task necessary to achieve success and reduce losses.

A Computer simulation Incident Management exercise was conducted with the participating Engineers and Executives in dealing with Fire Hazardous at Indorama. The Vice President Operations appreciated the program conducted by NCDC and expressed more frequent exercises should be conducted.



Visit

January 2013
Secretary Visit

Shri. A. K. Mangotra, IAS, Secretary (Border Management), Ministry of Home Affairs visited the Institute on 17th January 2013. He observed the development work undertaken to make NCDC into an "Institution of Excellence" and discussed critical issue related to faculty & training. He desired that a roadmap for NCDC and Civil Defence in India be drafted.

Secretary's comments in Visitor's book -
"A truly educative and enlightening exposure to the intricacies of Civil Defence set-up in the country. It brought back memories of the 1962 China war when we were marshalled by CD Volunteers to put out our lights and hide in trenches. I wish and hope that NCDCs levels of excellence especially now that they have all Civil structure in place."

  • 257 NCC Cadets participating in 2 Mah.Air Sqn. NCC Camp on 10th January 2013.
  • 19 College Lecturers from UGC Academic Staff College, RTM Nagpur University, Nagpur on 18th January 2013.
  • 44 Women D.Ed Teachers of Sridevi Padmavati Adhyapika Vidyalaya, Nagpur on 21st January 2013
  
  • 42 Students of National Power Training Institute on 23rd January 2013.
  • 400 Students of NCC camp at Hyderabad House for 2 Mah(A) Bt. on 4th February 2013
  • 36 Students of Post Graduate Department of Microbiology (M.Sc), R.T.M. Nagpur University on 8th February 2013
  • 27 Officers of Mahagenco (KTPS), Koradi, First Aid Training by Dr. U.M.Gupte on 16th February 2013



Awards

January 2013
President’s Medal

Shri R. S. Chaudhari, Deputy Director grade officer of National Civil Defence College has been awarded the President’s Home Guards & Civil Defence Vishist Seva Medal for Distinguished Services. He joined NCDC in Dec.1993 and is a specialized Trainer in Fire Fighting, Rescue, Medical Response, Chemical Safety Operations and Mass Casualty Management.
Shri Sudhakar Gulabrao Atkare, Sub-Instructor(RO) have been conferred with the Home Guards & Civil Defence Meritorious Services Medal on the occasion of Republic Day 2013. He joined NCDC in Dec. 1981 and has risen to the post of Sub-Instructor (Relief Operations) through his share hard work and dedication.

Earthquake Disaster Response - advanced course

25. February to 15. March: The course is designed for Civil Defence Instructors, Home Guard Platoon Commanders, Havaldar and above from military/ paramilitary forces, Revenue Staff engaged in Disaster Relief Management at State/District level and Members of NGO's.

Biological Incident First Responders

04. March to 08. March: The course is designed forCivil Defence & Home Guard Officers, Industrial Security personnel, Fire Officers, Disaster Managers and Volunteer Officers from NGO's. Knowledge of Basic Science is essential.

3 workshops: Revitalising Indian Civil Defence

The ongoing Revamping Plan has identified multi-hazard prone districts which needs strengthening of Civil Defence measures and raising of CD volunteers. The Workshops will aim to stress the need for sustained voluntarism for Disaster Reduction and learn from other similar Civil Protection Organizations of Europe so as to rebuild capacities in community protection and resilience.

Training Facilities

January 2013
LPG Firefighting prop

A LPG bullet tank has been installed at NCDC to train first responders in firefighting operations. The bullet tank was donated by BOSCH India Ltd. Bengaluru and NCDC made all other arrangements to simulate LPG leak and Fire incident.

February 2013
Improved Training Infrastructure

The new drill tower with a height of 20 m gives now a wide and realistic range for search and rescue exercises using vertical rope rescue techniques. The drill tower also provides capacity to train Fire fighters in high rise buildings along with evacuation procedures. The 159 CDI trainers made use of this facility to learn ascending and descending on ropes to rescue victims trapped in multi-storied structures.

  • Delivered a lecture on Fire Safety Management at National Power Training Institute on 21st January 2013 followed by CPR Training Demonstration by the NCDC Training Team.
