Civil Defence in the country has been raised on the strength of Civil Defence Act, 1968, C. D. Rules, 1968 and Civil Defence Regulations, 1968. The Civil Defence Legislation is a Central Act, however, C. D. Regulation, 1968 provides all the powers to implement and execute the C. D. Scheme to the State Government. Central Govt. is responsible for making the policies, plans and financing the States for implementing of the C. D. Scheme on discrete financial terms.
Directorate General of Civil Defence was established in M. H. A. in 1962 to handle all policy and planning matters related to Civil Defence and its running partners Home Guards and Fire Service

The National Environmental Engineering Research Institute (NEERI), Nagpur was established in 1958 as Central Public Health Engineering Research Institute (CPHERI), when environmental concerns were limited to human health with a focus on water supply/sewage disposal/ communicable diseases and to some extent on industrial pollution and occupational diseases.

The factory is engaged in the manufacture of Ammunition Hardware viz Shells,Cartridge cases,Fuzes & Primers,Castings & Extrusion of Special Al. Alloys and Fabrication of Floating & Mannually Launched Assult Bridges.

National Power Training Institute, an ISO 9001 : 2000 and 14001 organisation, has been set up by MINISTRY OF POWER (GOVT. OF INDIA0 to function as national apex body for the Human Resource Development for Indian Power Sector. It has corporate office located at Faridabad (Hariyana) and operates on all India basis through the four Regional Institutes at Badarpur, Nagpur, Durgapur, and Neyveli.

Emergence of an organization is always through an evolutionary process. Establishment of NDMA has also gone through same stage. Towards this aim, the Government of India (GOI), in recognition of the importance of Disaster Management as a national priority, has set up a High-Powered Committee (HPC) in August 1999 and also a nation committee after the Gujarat earthquake, for making recommendations on the preparation of Disaster Management plans and suggestion effective mitigation mechanisms. The Tenth Five-Year Plan Document also had, for the first time, a detailed chapter on Disaster Management. Similarly, the Twelfth Finance Commission was also mandated to review the financial arrangements for Disaster Management.

The National Institute of Disaster Management (NIDM) was constituted under an Act of Parliament with a vision to play the role of a premier institute for capacity development in India and the region. The efforts in this direction that began with the formation of the National Centre for Disaster Management (NCDM) in 1995 gained impetus with its redesignation as the National Institute of Disaster Management (NIDM) for training and capacity development. Under the Disaster Management Act 2005, NIDM has been assigned nodal responsibilities for human resource development, capacity building, training, research, documentation and policy advocacy in the field of disaster management.
